guerrilla diplomat

A practitioner of guerrilla diplomacy: a person who seeks to solve a political-diplomatic issue or otherwise bring about change in international relations not merely through channels other than those of traditional diplomacy (e.g., diplomatic missions), but entirely unsponsored by any government and undirected by any government policy.
